xf:submit/xf:label[@ref] does not work

Labels within submit elements do not bind to instance data. xf:submit/xf:label[text()] works as expected.

The attached file contains 4 submits, two with @apperance=minimal, they should read (LToR) "Hello"; "Hello"; "Hello sailor";"Hello sailor".
