Hint display

The display is not always what one would wish to see. We have 5 tabs, which are triggers with hints. On the same page we also have 18 column header triggers, also with hints.

There are three problems.

1) The most common display of the hint is a vertical column with one word per row. The hint would be much more readable if it always displayed like the anchor tooltip. Is there any styling that would help with this?

2) Sometimes a mouse over on some of the triggers produces no hint.

3) Sometimes the hint fails to clear when the cursor is moved away from the trigger. One time there were two different hints showing and the cursor was no where near either of their triggers.

There's a stripped down hint test attached. Problem 1 can be seen on this but not as frequently as in our actual application. On the test page, move the mouse around on the trigger to produce the verticle column. Haven't seen problems 2 or 3 on this test page. There's also a html anchor with a title tooltip. This is how we'd like the hints to display.
