xforms-in-range/xforms-out-of-range do not occur

The attached form has two triggers. Clicking trigger 1. should cause an xforms-out-of-range event which should display a modal message. Clicking the second trigger after the first should then cause an xforms-in-range event which also should show a modal message. Neither messages are shown.
